Why do I get low FPS on every game I play even when I exceed the requirements?

HP Pavilion m7480n


Windows 7 Ultimate 64-bit (PC came with WinXP 32bit)


Intel庐 Pentium庐 D Processor 930 3.0ghz Dual Core (old 06-07 processor)


300GB HDD


4GB PC2-4200


BFG Geforce GTX 260 OC


680watt PSU





I am getting unplayable low fps on nearly every new game I have installed. Some older stuff like Oblivion runs ok if I don't max out the graphics and most of the games from around 06 and 07 seem to run decent but almost everything new is so slow I don't even wanna play it.





I have made a second user on Win7 to play games where no programs run at start-up and the theme is set for maximum performance. My HDD is defraged. I have the latest drivers. Got the newest version of DirectX. I ran a virus scan and nothing came up. As far as I can see the only thing that would really be slowing me down is my old processor but I didn't think it would slow me down this much. So do you think its the processor or possibly a bad video card or is there something else im overlooking?





Im having problems running Borderlands, Team Fortress 2, any HL2 mods, Dragon Age, etc.|||Dual core is old and outdated, a duo core is more powerful. Your GPU is also pretty weak.





The problem could lie in poor programming of the games. Some of the newer games use engines that are known to have many issues.





As for your other question, if you revert back to Windows XP, you should see an increase in frame rates.





Oh, and it would be nice if you told us what graphics settings you are on, and your frame rates. If you are trying to run them on very high, that is the problem. Your processor, and graphics card can't handle it. Try going to medium, or custom.





Edit: Borderlands, and TF2 are multiplayer, so it could be just updates.
